Sridhara mentioned this at the meeting today, though he also said he
needed to expand on the idea before Dan could implement it.

Condor should prevent users from running lots of jobs out of AFS.
Sridhara suggested that there might be a knob that could limit users
to only 10 jobs if using AFS. This change would be made cluster wide
and would affect submission from any host.

Sridhara: is that a fair summary?
