This matches nicely with an often requested feature for Condor, which 
could be used for limiting usage of services by jobs that (voluntarily) 
identify their extra requirements.  Unfortunately, there are some 
ongoing disagreements about how to do this in Condor.  A "fire" 
typically helps in such cases.
